Consultation submission highlights financial pressures and calls for transparency in setting fees for registrants
The Association of Optometrists (AOP) has submitted a response to the General Optical Council’s (GOC) consultation on its future approach to setting registrant fees, following extensive engagement with members, its Policy Committee and Council.
The consultation forms part of the GOC’s 2025–2030 strategy and seeks views on potential new models for determining annual fees for registrants, including differential fee structures, instalment options, fixed-term fee levels, and a potential difference in business and individual fees.
To inform its response the AOP conducted a member survey which showed there is broad support for changes proposed by the GOC to guide future fees, but there was clear concern about the overall level of the GOC fee. Respondents highlighted financial pressures of rising fees, inflation, stagnant salaries and increased living costs, emphasising affordability as a central issue for registrants.
Members support proportionate fee models, improved transparency in fee setting, the removal of specialist surcharges, and continued consultation with a well evidenced review process.
Dr Peter Hampson, AOP Clinical and Policy Director, said: “Our submission reflects consistent feedback from members on the need for a fee system that is fair, proportionate and transparent. Registrants are facing significant financial pressures, and any future model must recognise this reality rather than add to it.
“We have urged the GOC to ensure that proposed changes are evidence-based and genuinely supportive of the profession. A fee framework that builds trust and reflects the circumstances of registrants will be crucial as the GOC considers its next steps.”
The AOP continues to engage with members as the GOC reviews consultation responses and develops its future fee setting approach.
