The Scottish Government has today issued PCA(O)2025(08), alongside a letter to the sector from the Chief Optometric Adviser. These documents set out the next steps for the full implementation of the GOS Specialist Supplementary service.

GOS Specialist Supplementary Full Implementation
- Confirms implementation planned for 19 January 2026.
Amendments to the 2006 Regulations
- Sets out the regulatory changes required to support the new service.
New Statement
- Provides the updated Statement that will apply to all GOS examinations from 19 January 2026.
Revised Claiming Rules and Stage 1/Stage 2 Treatment Tables
- Introduces updated claiming rules and revised treatment tables for all anterior eye conditions.
Equipment Requirements and Clinical Waste Management
- Outlines the updated equipment list and the waste disposal arrangements required for service delivery.
GOS Specialist Supplementary Referrals and Feedback
- Describes referral pathways and feedback processes, including use of SCI Gateway or national forms.
GOS Specialist Supplementary Provider Exemptions
- Sets out when clinicians may be exempt from providing care for specific conditions.
Application Process for Entering into Arrangements with a Health Board
- Application process opens 24 November 2025 for IP optometrists and OMPs wishing to provide the service.
After Submitting a GOS Specialist Supplementary Application
- Explains how applications will be reviewed and approved by NSS and Health Boards.
Claiming Arrangements for the Transition to Full Implementation
- Clarifies what can be claimed during the transition period and after go-live.
